My honda spree has a high idle?

When I let it sit over night or sometimes just a couple hours, it some times takes a couple trys to turn on, and then when it fires up, it starts to idle really high. Then ido jus try to ride it and twist the throttle it starts to cut out and starts to shut off. I have to sit there and rev it slowly til it warms up. Is this normal?
