Razor burn on my upper legs(thighs)?

there just little red dots NOT bumps just dots and its HORRRBLE!what do ido? it doesn't hurt but OMG was it so awkward wear short-shorts and having razor burn..i've had razor burn once before and it was there forever just little dots everywhere but now its just dots it's been about a year since i've had it:(
