Need some help: red bumps?

About 3 months ago I shaved my pubic region because of length and i thought to help keep it from burning I applyied cocoa butter lotion over the area. About a day or 2 later, a series of red bumps popped up, and i figured that this was just razor burn so it didn't really bother me. After about a 4 days or so, the bumps had develops a white head (looked almost like a pimple or an infected hair). I got a little worried but figured it would just go away with regular hygiene and showers. Here I am just over 3 weeks later, and 5 or so bumps still are present and I am starting to get a little worried. Is this just a side effect of shaving? (this was my first time shaving clean with a razor). I figure in time they will go away but i would really like to know of a time frame. Do you think this could be because I applied lotion immediately after?
